if you want to spend 100 mil on rigs yes you can get it moving to a good clip, 2500 m/s maybe more....nice doesn't affect your ability to hit anyone however it gimps your shield tank and damage....your mass will alwasy be higher than a vaga/stabber so your accel will not win any awards.... that combined with you will have a hard time locking anyone down without a wingman... other than that ya it would work

I know this is necroing kinda but I feel sorry for the person who started the post so...
Highs:
5x HML/HAM's depending on skills (need to be able to get them out to 30km)
Meds:
MWD,
Best faction scram you can afford,
Cap Booster,
2x RSD (need close to/max skills for these)
Lows:
2x OD,
2x i-stab,
Rigs:
2x poly.
Goes faster than a nano curse with comparable skills but relies on damage rather than NOS to kill the target. Can switch RSD's out for something else if you prefer.

with a realy large wallet you can even nano a battlebadger
with some rogue implants and lg snakes i think you can get some nice performance from nano cerb, its not so bad actualy(like ishtar its keep hitting while mwding) ok its not a****ga..erm vagabond with a crow wingman youll be ok.
nice for especialy small hit and run guerilla gangs.
edit: large is "wallet" i forget to add it dont think anything fancy about it

Even with snakes and good rigs, you will still be slower than just about any other cruiser hull that speed fits.
