I've been on the boring end of "oh crap, wheres my cloning vats?" before, and its a pain in the ass.
This DOES cause infrastructure problems. It slows down a war effort. And most of all, if carriers have to come home to fix the ship yards, then they're not deploying fighters to shoot at me on the front line.
