As to the station services. Where are you going to clone jump too when your cloning facility is offline? What happened to that carrier that was being built in the station when the manufacturing facilities went off line? And lets not forget the time it takes to use a hull repper on a ship when the repair facilities are offline.

FREGE proved that station services whacking makes everyone but the station holder and his minions a bit jumpy on the forums saying "oh we didn't want it anyway", while committing 20 cap pilots to repair such services.

I've been on the boring end of "oh crap, wheres my cloning vats?" before, and its a pain in the ass.

This DOES cause infrastructure problems.
It slows down a war effort.
And most of all, if carriers have to come home to fix the ship yards, then they're not deploying fighters to shoot at me on the front line.
