The rookie channel is constantly being flooded so its kinda hard to get an answer there sometimes, so I'll ask in here.
What will higher standing with an agent result in?
When will I be able to take on higher level missions?

Doesn't have alot of effect, although you need to missions to raise standing with the coperation or faction to get high level missions.

Every integer point of agent standing increases the agent's effective quality by 1.
Agents never improve their levels - you'll have to find a new agent. To use better level agents, you need to increase your faction or corp standing.

corp standing:
0=-20 lvl 1 missions
1=0 lvl 1 missions, -20 lvl 2 missions
2=20 lvl 1 missions, 0 lvl 2 missions, -20 lvl 3 missions
etc

If this is the standing requirements, then your numbers are off.
Agent standing requirements can be calculated as [Agent base standing] + (Agent Quality * 0.05)
Where Agent base standing =
0 for level 1 agents,
2 for level 2 agents,
4 for level 3 agents,
6 for level 4 agents,
8 for level 5 agents
Remember, agent quality can be negative, so taking your examples:
Q-20 lvl 1 agent = -1
Q0 lvl 1 agent = 0
Q20 lvl 1 agent = 1
Q-20 lvl 2 agent = 1
Q0 lvl 2 agent = 2
Q-20 lvl 3 agent = 3

so basically it's the ((Agent Level)-1)*2 +/- 0.05 for each point of quality one way or the other.
