Leadership is used in fleets.
For every level of Leadership, the squad leader can give bonuses to 2 people in his squad.
There are various leadership skills which give bonuses, like Siege Warfare which gives 2% shield hp/level and Mining Foreman which gives increased mining yield per level.

Yes, it gives bonus to up to 10 members, if you are squadron leader and have Leadership 5 trained. It also has an hidden bonus of giving 2% lock speed to your gang mates per level.

Well, not so hidden. That was the original reason for training up Leadership before they brought fleets in.
To the OP: if you want to give bonuses to more people, train up Wing Command and Fleet Command. With the right fleet structure, you can be granting bonuses to ~250 people.

Incidentally, if you want to specialise in Leadership skills, they take a LOT of skillpoints to develop. If you just want to be useful in a fleet, then get leadership V so that you can pass on bonuses to your squad, and then get the basic skills to 4 (+8% bonuses) so that if you're in a small gang you can provide some small but useful bonuses. That will take you about 2 weeks or so.
Getting good enough to fly a worthwhile specialised gang bonus ship (Battlecruiser/Fleet Command Ship) will involve investing at least 5M SP in leadership skills, plus Cybernetics 5 for the mindlink implants. You'll need maxed cap skills too.

It's almost mandatory skill for PVP fleets.
Those fleets tend to have speciflized command ships with considerable bonuses; yet the bonuses are useless unless the squadron commander has enough leadership skills. Training it to lv4 for everyone is pretty must; though lv5 is preferably.
Usually there is (should be) dedicate person keeping the fleet structure intact. It's just barely doable to query people to know whom to assign as wing and fleet commanders, but its pretty impossible to do that on squadron level. Especially with people logging on/off, or leaving the system. So in order to keep the fleet intact, he should be able to assign anyone as squadron commander.

First you need to convert your gang to a fleet, to do this right click your overview where it says "Gang", there's an option to switch to fleet there. Once that's done, the gang part of the overview will convert to a fleet structure UI, just right-click people and put them in the appropriate places.
If you're planning on being the leader of small mission running gangs, all you need is the leadership skill, you'll need to train 1 level per 2 members on the gang, up to a maximum of 10. On the fleet UI, a green light will show stating that you are giving bonuses to your gang members.

Oddly this doesn't seem to work for me. When I convert a gang to a fleet I never get the squad tab. Everyone else in the gang sees it change, but not the person who started it. Very annoying.

To use the leadership skill bonuses: 1 Find someone willing to gang with you and gang up 2 Convert gang to Fleet 3 Make sure everyone is in a squad, keeping squad size at or below what your Leadership skill covers 4 Set the person with the highest bonuses as either Squad commander or set the high bonus person as the "Booster" 5 Watch for the little red square to turn green (which means the bonuses are working)
If you have someone with Wing Commander skill, set that one to commander spot of the wing and his bonuses will pass to all squads under him. Fleet Commanders (with skill) pass bonuses to Wing Commanders, who pass to squads. If anyone docks or leaves the system, the bonus for that person goes away. If the one supplying the bonus docks or leaves the system, all the bonuses go away.
Also, there's a neat little feature in the fleet member list: Structure, Armor and Shield indicators for each member. (Three little bars) I recently figured this out for myself and found it most useful for keeping the miners under me alive and well.
Now to the OP, to boost your miners' yield, have your booster guy train up Mining Foreman and Mining Director. Throw in some of the other combat bonuses for a fleet that has a few extra seconds before popping to have a better chance to run when necessary. _______________________________

That's because when you convert to a Fleet, you get thrown into the Fleet Commander Position. Only Squad (Wing) members get the squad (wing) chat tabs. You need to move yourself down to Squad Commander (or Wing Commander as the situation dictates and you all have the right skills) in order to see the squad (wing) chat box.
Everyone, regardless of which squad or wing they are in can communicate through the Gang chat box

Do you still receive the bonuses granted by a leader when he's not within the same star system?

No. In order for you to receive a bonus from the commander that is giving said bonuses, the following must apply:
1. Your gang must be converted to a fleet 2. You must be his subordinate (IE He's the squad commander and you're the squad member) 3. Both you and him must be undocked and in space 4. Both you and him must be in the same system ----- Griffin -- 100,000 ISK ECM - Multispectral Jammer Is -- 20,000 ISK Standard Missile Launcher Is -- 10,000 ISK War target sobbing over losing a fight in his T2 fitted Battleship -- priceless |

You have to move yourself to be squad commander.
