I recently tried gallentean ship invention and got nothing after 36 tries.
36 failures in row...
I double-checked my skills, decryptors, interfaces, all in fine states. For the decryptors, I used about 12 stolen formulas and symbiotic figures for the rest. 36 is quite big, so I expected at least 5 successes.
Weird thing is, when I tried ship invention with caldari starship, I got about 40% success rate with installation guide. Cheaper decryptors do better? I don't know. Maybe caldari characters get bonus to caldari ship invention? It's not likely, but I'm starting to believe.
Am I missing something or am I just very unlucky? I have gallentean encryption methods, gallentean starship engineering, mechanical engineering, all with lev 4.

My guess is extremelly unlucky. I personally haven't tried invention - I don't like putting that much time/effort into something that appears to be so chance based, and what with random number generators being so streaky and all....-shudders-I could only imagine how upset I'd be after 36 bad in a row...

I want to say you were extremely unlucky. My skills are 5/4/4 in regards to Hulk invention, and I managed to fail 39 times before I got a Hulk success, though mind you I used symbiotic figures straight through, which is the 0.4x decryptor. The stolen formulas are the 1.3x decryptor, and should yield the highest success rate, though keeping in mind that ship invention seems to start with a lower base success rate.
Assuming an 8% success rate with the symbiotic figures, you should only see one success every 12 attempts over a large amount of samples. As far as failing with the 1.3x.... you're probably just unlucky. You should see the same amount of success with the installation guides as you do with the stolen formulas.

Your assumption of 5 out of 36 would imply 14% chance: 0.86^36 = 0.44%. Or with mentioned 8%, you would have 5%. That is, one in 220, or one in 21, will have similar run to yours.
Assuming there are far more than thousand inventors, many people will see such failure series as you, and some of them are likely to post on forums -> post like yours are fully expected.
Don't bother buying lottery tickets today..

Basically, you're getting above average on the caldari, and below average on the gallente. There's nothing different here just that you luck is evening out. Invention for better or worse is something that is a profession rather than something you can do casually. You need to ride out the sometimes very long stretches of hard luck for the few bursts of good luck. Modules are a huge amount easier because you don't need to use a decryptor (or that many expensive cores) so you can easily pass through some poor batches.
