6x Heavy Missile Launchers 3x LSE 2's. 1x Invul Field. 1x Faction Specific Hardener. 1x True Sansha Power Diag. 1x SPR 2. 3x BCS 2's.
If you don't want to get a true sansha power diagnostic replace a BCS with another Power Diag 2.

6x Heavy Missile Launcher II 2x Large Shield Extender II 3x T2 hardeners to suit your fancy 3x BCS II 2x SPR II 2x Shield recharge rigs
For exceptionally difficult missions (Enemies Abound 5 of 5, for example) you can swap in an extra SPR II - just be careful because with three SPR you might cap out your hardeners.
Without spending gobs of isk on a Gist booster you're not going to match this with an active tank.

This is my setup as well and has proved sufficient for all lev 4 missions. It is much cheaper than a faction active tank and for missions, just as effective. I would actually say more effective than an active tank in laggy mission hubs, since if you lag warping into a big mission, not being able to activate your booster is a really good way to lose a lot of expensive hardware, while the passive tank is still working even if you lag out.
I see no reason to put an active tank on this ship for missions, and it's almost as fast as a CNR since it pops small ships so well.

Maybe 2 Large Shield Extenders? I'm curious how closely fit this setup is PG-wise w/o a Power Diag.

woops i did write 3 extenders didnt i =)
it fits not to bad
for me its 790pg used out of 887pg that with navy launchers and bcu's... t2 will still fit leaving like 10pg left

One more thing to note: If you do get into a mission and feel you need more tank, don't add a 3rd SPR, add a PDU instead. That gives you more cap and more shields which both increases your regen and your buffer hitpoints.

Why do people so often insist on NO FACTION despite the fact that many useful faction mods are significantly cheaper than other T2 mods? People liberally put things like IFFAs and med/heavy diminishing NOS on everything but get all ****y when you suggest a faction resistance plating or faction armor hardener, items which are substantially cheaper than these.
