I feel like your BO price is excessivly high for this char. Theres no arguement that he has the SP but with what youve trained you are missing many essential skills that should be level 5. Seems you skimped on some and didnt go into one direction. For being minmatar your gunnery skills leave much to be desired, if you do choose to lower your BO I would be interested.
