I will say you shouldnt be in a BS if you dont know how to outfit it!!
Get a frigate, Play with it for a few weeks and find the best setup.. then get a cruiser... leran how to play the game in the cruiser.. I hate people who go bantem then raven.. then get killed because they dont know how combat works!!
Regardless.. Idea for a PvP setup..
6x Siege launchers (using Wraith Cruise and Bane Torps)
2x 1400mm howizers (PP ammo and Fusion)
4x Named TSM: EMP, EMP, Heat, Kinetic
1x Large sheild booster (preferably C5-L)
1x Large cap battery (Preferably Named)
2x capacitor power relay's (or PDU)
3x warp core stabilizers
this should get you started with the ability to warp out when you start loosing so you dont waste all that Scordite mining!

 You can fit this without CPU enhancer
