I am somewhat confused on a skill needed to do a ME or PE research on a bpo.
I have the 'Scientific Networking' skill at lvl 2, and according to the skill description it states : "Each level increases the distance at which research projects can be started."
Level 2 should be 5 jumps from the solar system I am currently in. But I can not start the ME or the PE unless I am docked at the station where the research will occur.
Also when complete I can not deliever the BPO unless I'm docked at the station where the research was done.
Am I understanding the skill correctly? If not...what does this skill actually allow me to do? Also, if this is the wrong skill then which one would be the correct one?

I don't understand what part of the skill's description your confused about.
The skill allows you to start research from a remote location, as long as your in the same region and are close enough to start the research it will allow you to start the research job.

Thank you for your quick reply, but no it will not let me. It gives me some message (sorry I don't know what the msg says, I'm at work). Does the station have to set the ME or PE greater than station?
Example - For buying an item in the market with a buy order, I can (with the correct skills), buy X amount of jumps away, is it the same with research facilites?

So what skill do I need so I can do ME/PE X amount of jumps away?
And what does the Scientific Networking skill then do?

Scientific Networking allows you to be several jumps from the research installation when starting/finishing a job - the BPO being researched still has to be at the installation.
There is no skill which allows you to do research on BPO's without having the BPO at the location of research.

The only possible exception I can think of is when you have a research POS and an office at a station in the same system. You can install the BPO in the POS if you have left them in the station for safe keeping.

Also,
double check to make sure you are in the same region. you can be one jump away from your BPO's but be in a different region.
