Got an alround character for sale for ISK Over 4 mil skillpoints. All basic skill (like electronic, Mechanic ect) al level 5. Lots of gunnery and navigation skills (all lvl 4) Caldari bs skill at 2.

it's in the FAQ, it's perfectly fine (legal). you just have to notify CCP that there is a transfer of ownership. check the faq, it tells you how.

If it were a transfer for out-of-game assets (eg, US dollars), *then* it would be illegal. ------- Skill points. ISK. Ships, rare equipment. Its all just a means to an end...

Still wrong there JaiMaster.
It is "legal" by CCP's EULA to transfer ALL account contents including, where appropriate, associated media. CCP must be informed of the transfer and accept no liability on behalf of the purchaser. Transfer can only happen ONCE (so no re-selling accounts).
What is "illegal" is the sale or trade of EVE related items for non-EVE related items, be they virtual or real. You can not sell an account piecemeal.
It is up to the buyer to check account history, CCP will accept no liability for buyers purchasing blocked accounts. Although this might fall under local laws on selling fit-fot-purpose items.
