The Celestis is very dependent upon range. Without a propulsion mod you are gonna get pwned.

Stick the repper in cargo and fit a DC2 instead, you'll never tank anything, bigger plate with small T2 rails is better anyway.
Edit: Forget rigs, this ship will die. Fit better damps instead and if you're really determined to waste money then get damp rigs fitted.

replace the webber and disruptor with an mwd and a cap injector. cap injector is for damping for long periods of time, which is your main function, to damp. take off the 400mm plate, fit a damage control II or another EANM instead

You aren't...
For damping to be worthwhile in a solo situation, you're outside of disruptor range anyway.
Celestis is best suited as EW support for small gangs.

That's really the Tackler's job, which the Celestis does poorly. Remember, the Celestis is really a fleet ship, to be used as support. It's to neutralize your opponent's heavy hitter's offensive ability, exactly like the Blackbird. It lacks the offensive puch to kill a ship in the time it would take reinforcements to come from the other side of Eve, so it is always best used in a support role.
Now, if you absolutly want to try to while dampening, my suggestion would be one warp disrupter, and 4 webber drones, and pray the webbers are enough.

my set up highs drone link aug x2 med remote armor rep cloak meds T2 remote sensor damps x3 mwd web lows cpr x3 drone bay 8 hobgoblins the web is there for just incase some one is getting close to me i web mwd and warp away your range is your best freind
