When looking at min values on bpo's for sale or eve online item db, are the min's listed including the 10% design waste? Or the perfect bpo?

Mineral values on a blueprint will list 2 values normally - "Perfect" and "You" - The "Perfect" Rating is what it would cost you to build it at Production Efficiency 5, including the blueprint's inefficiency. The "You" Rating is what it will cost you to build it at your current skills.
So the long and the short of the story - The perfect mineral cost includes the blueprint waste, the you mineral cost includes the blueprint waste and your skill waste.

Excellent. So if I am calculating build costs, I would factor in the default mineral values as 100% plus 10% waste, and then factor in the ME level to that?
As an example:
I look up the standard bpo mineral requirements for a Condor as 1999 Trit.
So is ME 0 on this BPO equal to 1999?
Or is ME 0 going to be 1999 x 1.10 = 2198.9; ME 1 would give me 1999 x 1.05 = 2098.5 @ ME 1? And so on?
Jeez, maybe I should posted this in the Industrial forum after all, eh? "Si hoc legere scis nimium eruditionis habes" |

EVE-MEEP isn't too bad , at least for T1 things and mining.
