I know most forum moderators for major online games are extremely picky about topics and questions being posted in the correct forum. I thought it might be prudent to first ask my question here to avoid any unnecessary confrontations.
Where would be the appropriate place to comment on just how crappy the response time is on petitions submitted?

Im no mod, but I say take it over to General Discussion. Also, keep the post general. I think I read somewhere that you are not supposed to discuss the specifics of petitions, especially if other players are involved.

The correct way to contact CCP about it would be to create a petition

The petitions have been created. Add one more "whine", as you say, to the list. I would hardly call a paying customer complaining about poor service a "whiner" however. The whining would, to me, would be those who complain about someone who has a geniune complaint voiceing said complaint to try and expedite a resolution. I didn't say your post would be a whine (though I didn't say it wouldn't either); I'll wait with deciding on whether or not your post would be a whine until the moment I've actually seen your post.
Nearly everybody here is a paying customer. That doesn't give anyone preferential treatment. CCP has been expanding their staff in an effort to reduce petition response times.
If posting on the forums would actually expedites the resolution of a petition, the forums would be flooded with people trying to expedite their petition, making it useless. =AFK=

Preferential treatment is NOT what I'm asking for... attention to a matter that I reported over a week ago IS what I'm asking for. What other outlet would you suggest I use if my petition goes unanswered? Write them a letter? Call them? Email somebody? Those things will surely be met with the same untimely response (If you can even find a number to call or valid email address to send something to).
Why not try the obvious first... post my displeasure in a public place that is frequented (supposedly) by those who are suppose to be responsible for such issues?
If you detect sarcasm in my words, they are not directed at you per say... more my displeasure at what seems to be a process designed to keep a person from actually talking to someone about a problem until they are good and ready to talk to you. That = poor customer service. Them being understaffed is not my problem. They are SURELY not under funded.

Well, look, what was the petition about?
Most of them, especially ones regarding exploits, harassment, and the like are dealt with swiftly. Reimbursement, however, varies greatly from a day or two to a few weeks, depending on the queue and the level of conclusive evidence the GMs have to back up your claim.
In short, be patient, complaining about it on the forum won't really do much except let you vent a bit, and probably get you flamed by quite a few people .

No offense :) but flame away... it matters little to me. My point is being made for me. They have given no other reasonable outlet.
My petition is about reimbursement. Maybe not a significant amount to a player who has been playing for some time, but significant to me. It's the principle behind the matter however that drives me. When I created my corp., the registration fee was charged to my account 3 times.
Again, not a big deal to most, but it is to me. I pay my monthly fee on time each and every month. If I don't... do you know what happens? I get canceled. CCP expects me to be on time, and not late to continue playing this game.
I expect no less from them :)

DvlDwg, no flame from me. Just understand the petitions can be kinda like traffic in major cities durring rush hour. By that I mean the more in line the longer the wait. And sad to say Honking don't make it go faster.
Personally I have filed a few petitions myself, first under EULA violations and they were responded to in 2-3 hours. After a few a GM mentioned to change my catagory to Harassment, as the petitions involved ISK Spamm, after the response time was under 1/2 hour.
Another time I was stuck, and filed a Stuck petition, less than 20 minutes I was in contact with a GM for aid.
However, a Corp mate has been waiting over 3 weeks for a reimbursement issue.
The Petition system is prioritized for different catagories, and each Que has different waits based upon the amount of petitions ahead of yours, also CCP investigates a lil instead of "Oh here you go..."
Have a lil patience, there are over 100,000 players, and typically 16-30 k online at any one time. They have a lil bit of a work load. Give em a lil time. ------< Official Sig demarkation line >--------

The IA department is not for complaints about petition response time. The IA department is for complaints about the conduct of a specific staff member. If anyone gets emailed, it should be kieron, the community manager ([email protected]); I'm pretty sure he can't do anything about petition response times though. =AFK=
