I have been doing missions for a long time with a corp that has no research agents,
will my level 3 agents refer me to a corp that has research agents, or do i have to start from scratch with a research corp ??

Or shall I say, if you faction is high enough (if you did THIS many missions, it should be) for any other same faction NPC corp's R&D agent to accept you...
Remember, new system is all about standing, no more referrals.
I recommend reading forums for a while or even sticky on top of page explaining how system works.
Your Heavy Neutron Blaster II perfectly strikes Serpentis Chief Sentinel, wrecking for 660.4 damage.

There are no longer referals so the simple answer is "no"
However you should have built up some faction standing so find a corp in the same faction which does have an R&D department and you will have a head start.

Don't forget to train up the 'Connections' skill - then do one mission for the new corp. to get your connections started, and work on the highest level agent you can manage for a while, before getting your R&D agent.
It's probably not worth picking an R&D agent until you can research with an L3 agent, since you can't transfer RPs at the moment, and it doesn't take long to improve your corp. faction to the point where you can access higher level agents (particularly with Connections trained).
Once you've trained Connections, Negotiations will give you a small daily boost (or reduce the penalty) by improving your Effective Quality with that agent.
