I am going to tackle the Pilgrim/Curse first because they are pretty gimped atm with the NOS nerf. The following are the bonuses I think they should get.
Curse: Cruiser bonuses - Tracking disrupter effectiveness per lvl (same) Drone hp/damage per lvl (same) Recon bonuses - NOS/neut range per lvl (same) Cap rech rate per lvl (fits in line with other Khannid ships)
Increase base speed.
This allows the Curse to keep it's range while it uses missles and NOS/neuts along with med slot EW and drones to tackle and take down a ship. It may have some cap issues but will have speed and distance to break out if need be.
Pilgrim: Cruiser bonuses - Tracking disrupter effectiveness per lvl (same) Drone hp/damage per lvl (same) Recon bonuses - Energy emission systems cap needed per lvl (something around 10% per lvl would be nice)
This lets the Pilgrim sneak up on people and use neuts without being overpowering. It can still have cap issues, and won't neut as much as with the drain amount bonus, but this way it can run them for longer before it has issues.
In reality I would love to see the Curse amount and range bonuses combined into a single bonus and given the recharge rate bonus also. I would also love to see the Pilgrim given an amount and emissions systems cap usage as the same bonus, even if the amount bonus is reduced from what it is now.
Sacrilege: Not too bad. I don't like how low the DPS is but it is a vast improvement over it's old form. I would like heavy missles get the bonuses also if only to make it a less predictable ship. With the current ideology it will be even more predictable than the currect TQ form (even though I think it's better). Also, I think it's top speed should be higher, as this ship definitely needs to go in closer than even the Zealot as the range of heavy assault missles is quite poor.
Damnation: Whether or not it has had its bonus changed to armor HP per lvl, this ship is worthless. They are making a Fleet Command ship that has to get into the thick of things. First, this goes completely against their purpose and, second, might as well have a bunch of kids on the hull shooting spit balls for all the damage it is causing. I think it should have the following.
Battlecruiser bonuses - 5% per lvl to armor resistances (same) Capacitor recharge bonus per lvl (same as previous SISI)
Command ship bonuses - 5 or 10% bonus per lvl to heavy missle and heavy assault missle damage per lvl Whatever command module bonuse they get.
This allows the Damnation pilot several options. For small gang or solo engagements, he/she can fit HAM's for some personal love but for fleet engagements he/she can fit heavy missle launchers to help provide a bit of DPS while giving the gang bonuses. Those ships are not meant to be in the thick of things during fleet engagements. This is even more true considering the garbage DPS it will do, especially with the new bonuses.
As for the small ships, I haven't messed with them much so I will hold on my comments but my first impression is that rocket bonuses leaves them rather weak.

The Damnation is very good now, the hp bonus is perfect. CPU is still on the low end, but a mix of lasers and launchers fixes that. Awesome ship now. ________________ Kali 3.0 Patchnotes: Amarr Oompf!

They're intentionally only giving khanid bonuses to close range missiles, to keep Caldari the kings of ranged missiles. But to make up for it they're giving 5% to all damage types, which is damn hot.
BTW, Javelin HAM's can reach 50KM with even sub par skills, with minimal difference in dps.
