This skill is suppoused to give 5% agility per level, i do not see a change in the inertia multiplier of my ship info - is this skill broken or does agility not affect inertia at all ?

That was not the reason for me to skill it - seems agility and inertia are two different attributes which imo doesnt make sense.

haha, no that would be pretty much redundant - what i mean is - lower inertia = better agility, which does not seem to be the case.

what you seem to be missing is the fact that it ONLY changes the agility of ships THAT REQUIRE ADVANCED SPACESHIP COMMAND  - Haradgrim [-WB-]

In case you still don't get it..
" Grants a 5% Bonus per skill level to the agility of ships requiring Advanced Spaceship Command. "
Does a Taranis require advanced spaceship command? No? Then it doesn't get the agility bonus.
Advanced spaceship command and Capital ships both provide agility bonuses to ships that actually require those skills (capital ships) only.

This skill only effects capital ships apparently. I'm sure you've figured that out by now though. ---

every 3rd player buys this skill because they miss the description and that it only affects capitals etc..I am one of them haha

Who knows, maybe the Tech II battleships will utilize it too. Hope they aren't going to be capitals, I would hate to not to be able to fly them because of the low-sec limitation.

Battleships cannot be Capitals unless CCP changes all of them. The ship-class/type/whatever doesn't change just because it advances one Tech-level...
