Now, bombs at the moment are quite expensive, and I currently can't use them (so I'm focusing on missile efficiency skills until I can) so here's a setup for for this tough little stealth bomber, since there are currently no threads on the subject.
Mind you, I only have level 3 covops. I'll probably be able to fit a cloak II once I plop another level into it. I have the following fitted: ==High== 1x Improved cloak I 3x Cruise missile launcher I ==Med== 1x Remote sensor damp I 1x ECCM Mag I 1x Supplemental Scanning CPU I ==Low== 1x Multiphasic bolt array I 1x Signal Amplifier I 1x Co-Processor II
Advice? Is all as it should be? You be the judge.

For solo or 2x purifier/stealth bomber low-sec belt pirating I run:
3x Cruise Missile 1x Cloak
2x Remote Sensor Damp 1x 20km Scram
1x Ballistic Control 1x Co-Proc 1x Overdrive Injector (can put in an inertia stab if you want to align faster)
Two stealth bombers can dampen most cruisers to death...and if you want to get really crazy rig a 4midslot bomber friend with a web and pray you can dampen people below 10km =P
We usually wait cloaked in a belt in 0.4 - 0.1 and wait for someone to come ratting. As soon as they come in the belt and turn towards the rats (or if they're in a slow ship as soon as they come in) I, or we, decloak, target, scramble/dampen, launch volleys...eat burger king and enjoy the show. You'd be surprised how many pods you can catch too with a 7 second lock on =P ---

i fly mine pretty much like lisento is flying his, except instead of an od i put an SAR, not to tank, but to rep after a fight should i have taken a hit, the 3rd lowslot is just whatever you want to fit. i plan on swapping to a nemesis or manti for the extra med slot once i get signal suppression to 5 for the damps  ------------------- Rabble Rabble Opie! |

Thanks for the info. After LOSING TWO in the span of 5 hours it makes me wonder what measures should be taken to protect yourself.
Any suggestions to prevent this tiny wet paper bag from getting ripped in two?
I warped in on a large dictor bubble taking a new one back to my home in 0.0, Thought, ok, no biggie, and I cloaked. They somehow managed to decloak me by mwding and flying at my general direction, it was all bad after that I was cloaked and decloaked about 4 times before someone managed to target me and before I knew it I was a smear. :(
Any suggestions?
(and before you say anything, yes I warped in at 100 to avoid trouble. They STILL got me somehow)

It was probably a mobile warp bubble not an interdictor bubble (the anchorable bubbles suck you in, not interdictor ones as far as I know).
I like having the overdrive injector in the low so I can move faster while cloaked. Pretty much to avoid people flying in my general direction when I cloak. They have to get within 2,500 meters to decloak you and when you fly at you and launch drones, it's tricky sometimes if they're good pilots =P
You just had some bad luck that's all.
A dampening SB can be decent support. Does more damage than a frig...can dampen...but is mostly just to have fun than to be super effective uber nasty style you know? ---

Only 2 cpu left Haven't tested yet
Question: Max flight time = 15 sec What is the distance of the bomb? Area of effect = 15km Is this the radius for the full bomb damage?

Is it really all that smart to fit a 20k?
From what I understood you should never get targeted, considering the ships entire survivability is relyiant on cloak/damps. I feel that getting within scramble range would be too risky, giving no time to volley/recloak.
With the number of pirate SB's now, people are fitting specifically to kill them. (Rifters/Stilletos with lots of sensor boosters)
I don't understand the eccm either. I'd say just sb's/damps in the mids, nothing else.

I fit a 24km with Arbalest Cruise Launchers now (since their price is much lower).
You DO NOT RECLOAK with this ship. You DO NOT ENGAGE big ships when you are by yourself. I am only willing to engage frigs and destroyers (maybe some assault frigs) if I am by myself. If I have a 2nd Stealth Bomber with me I will engage a crusier and a 3rd Stealth bomber I'd be willing to engage a battlecruiser.
If you can't win you don't decloak and engage. If you don't get within scramble range then your target warps out as soon as they notice you (if your first volley failed to pop them that is).
Here's an example of a situation I was in:
Coercer warps into a belt I am sitting in (0.4 system) and begins engaging rats. I am 20 - 24km below the warp in point. I move closer (within 24 of him as he fights rats).
Decloak. Lock (takes only a few seconds since Stealth Bomber don't have recal penalty with decloaking) Scramble + Dampen Fire EM first (purifier obviously) Fire Kinetic then fire Explosive Missiles take relatively no time to hit the target. If he didn't pop the first volley (in the most recent case I had he was plated so he didn't), the second volley pops him. Warp out.
You can repeat this against any T1 frigate or destroyer in lowsec. If you have a friend in *any* stealth bomber you can repeat. If they're in the one with explosive bonus (Hound I think?) Fit all EM on your purifier and fire first...after you fire let him shoot and watch as cruisers writhe in pain =P ---

1x Co-Processor I 1x Ballistic Control II 1x Overdrive Injector or Nanofiber (either one depending on how you feel)
Implants: Zainou 'Deadeye' ZML100 (3% Velocity to missiles) Zainou 'Deadeye' ZMS100 (3% Reduced factor of targets velocity) Zainou 'Deadeye' ZMM100 (3% Rate of Fire)
What rigs do you guys suggest I put on this bad boy? Keep in mind that the missile launcher rigs increase CPU use on launchers and I am strapped for CPU with this setup (294.75 out of 307.63 CPU). ---

Highs: 3x CML II's (caldari navy paradise's hehehehe!) 1x Cloak II
Mids: 3x Sensor booster (Best named you can find)
Lows: 2x BCU II's 1x COPRO II
I don't do solo piracy, I'm a fleet pilot, and this baby delivers (and does it for 10mil less than a comparable manti). 875 per missile, fires three every ten seconds... 140+ km missile/lock range, You get the picture?
Fitting T2 launchers and any BCU precludes the use of damps completely, there just isn't enough cpu on this ship. I have Cov-Ops V, Cruise missile spec IV, and all missile support skills (damage, flight time, speed, exp velocity, exp radius) to IV. Its not great solo (unless you catch a target semi-unaware) but it can smash cruisers, frigates, destroyers AF's, orbiting/turning inties... give BC's something to worry over, and is KING at popping fighters/drones. 
This ones greatest friend, is range. The only thing that will be able to touch you (if I fit T1 launchers, I can rig for missile range and hit past 180km) is sniper battleships, and maybe, an eagle. And hey, in a fleet, they have much bigger things to worry about.

I would dearly like to see exactly how you managed to get 180km range and missiles hitting that way? My setup I use in pvp, and when nothings going on, rat.
H: 3x arbies, 1x salvager, 1x improved cloak II (use caldari missiles, first hit EMs, later....whatever ships worst to tank) M: 1 dampener II with range dampen script, sensor booster II+range script, target painer best named (or another dampener, or ECM) L: BCU II, 2x overdrives best you can get. +rigs for rate of fire+DMG
-1 missile 790dmg base dmg, rate 10-11s, range 100+km (and he cant reach you whatever he flies - vaga can try, butcloaked at 700m/s speed, I evade him easily, andif huggin is next to me, 2 bombers kill vaga lol) -this setup easily rats in spare time. keep rats at range. Intys if approaching die 1 voley. Other then that, I dont try to hit them, at that range, other ships should kill them). Cruisers are nice to kill, and in several bomber gang BS pop rather fast....we killed an abbadon that was dictored in a belt. 3 bombers, curse(who died fast) and dictor)
anti inty setup:(close range) +rig for missile speed (rigs on a paper dragon for close combat are a waste though). M: t2 disruptor 24km, TS or domi webber, painter. L: probably should use CPU in stead of BCU...
If inty is surprised and inexperienced, you might kill it....

Hits hard and long, moves 600m/s cloaked.
One of the best uses for this ship is to scare off enemy dictors at a gate. Uncloak at 100km+, target the dictor, fire and watch them run. I find it's best to get aligned at speed before you uncloak - if any pesky ceptors make a run at you you can instawarp away.
And don't take on ceptors with an SB. You do get a precision bonus, yes, but it's the explosion speed that renders your missiles ineffective. I haven't tried the high precision cruise, but I don't have a lot of confidence that any cruise missile can take out a fast ceptor that's coming at you.
Oh, and I don't bother with rigs on an SB. They die too easily, and rigs makes what is basically a throwaway ship a pretty expensive proposition to lose.

for solo in a SB fit as many good sensorbbosters with lock time scrips as you can while still haveing room for a pawnage painter. fit 3 T1 cruise launchers, the only thing named add is RoF and the solo SB is a alpha ship. lows should be as many BCU2s as you can fit. dont forget a good cloak.
now go and sit outside a busy 0.0 station and uncloak only to pop frigs,ceptors, destroyers and indys.
if you dont pop them on the first salvo, cloak and move out of the way.

I am not maxed in my skills at all, but I already get an alpha of ~2300. Adjust Med slots for lowsec/0.0 (you might want two range boosters for lowsec to kill people at gates without sentries being able to hit you)

If you want an Improved Cloak to fit you have to take off a BCS II and drop ~200 in alpha (~30 DPS). You can play around with that and get a sensor booster on there if you want but that only allows 1 Damp. In a gang remove warp disruptor and toss in target painter (or whatever) and fight from farther away I would say. |

Haven't died yet. Haven't been locked by anyone yet before locking them and tossing the damps on. My setup is solo and requires selective targeting. I wait in belts and when people *start ratting* (in low-sec) I then decloak and engage. They rarely notice me so I have never had an issue with my lock time. When I am not solo I normally remove the disruptor, put on improved cloak and sensor booster as you have stated. But if I'm not solo I don't bother flying the bomber at all usually =P |

Med 1x Sensor Booster II (Or Faint Warp Disruptor if solo) 1x PWNAGE TP 1x Gisti Type B 1mn MWD

setup:
High: x3 arby Cruise luncher's x1 T2 cloak or modded cloak Med: x3 sensor booster t2 range scrips
Low: x2 ballistics control t2 x1 Cpu t2 mod
basically one would think that people will disappear if we shot this far but the trick is the speed of the missiles with the right skills can go well over 7,000m/s faster if you want skills at V or IV also in solo pvp on belts it will take out nay frig in one volley, and the missile move fast, destroyer, in 1 volley, cruiser, in about 3
