Talisman implants have been prety useless for a while now and should realy be changed to cap recharge or something. When you think about it very few ships are dedicated nossboats. Curse is one of these but it benefits alot more from snake sets.
It also helps amarr with cap problems expecially while missioning. The implants will give a greater benefit to ships that need a higher cap recharge to run like laserboats, giving amarr an answer to crystal implants when tanking (instead of a crappy little armor buffer from slaves).
The ships that get the most bonus from these is probably cap ships like carriers/dreads. But ships like this usually die horribly in blobs where it wont make too much of a difference.

The other pirate implants all give much more defensive bonuses; speed, shields, armour, & sig radius. So here are some suggestions for further defensive bonuses:- Major bonuses to hull HP or resists.
- Enemy EW effect reduction
- Cap amount
- Some sort of cloaking bonus

make it cap amount instead of cap recharge?
similar to the others. 33.83% and 53.63% or what ever they are.
not only would that allow us to be semi resistant to nos we also get same recharge time.
example apoc at BS lvl V and Energy Management lvl V would and hg talismans would be something like. 6000 for base apoc + 25% + 25% +53.63% for a grand total of 14.4k cap at what ever recharge rate is base with skills and mods. around 260 seconds or lower usuing nothing but t2 mods or named.

But cap use on neuts might be good as well?

Would they effect capital ships? +50% cap on an Avatar would be pretty cool. Fear the Ibis of doom!

how is it any different to +50% to cap amount via rigs? apart from the 3 odd percent.

They should change it from -33% cycle time to +30% amount (or 50%, but that would likely be too strong). This would keep them useful while maintaining them as cap warfare implant set.
With the new nos mechanics a higher cycle time for nos is pretty pointless and most cap warefare specced ship cannot keep up with the energyconsumption of a neut with talismans. Using them gets contraproductive, it is like if crystals would reduce shield booster cycletime instead of amount.
