How do i connect to the test server?
And how do i get all the abilities and items etc for testing?

1) Make a copy of your install directory and copy to a new location...For example:
C:\ <Install directory>
to
D:\ <New Folder>
2) Goto the eve patch site and patch to latest version of the test client..
http://patch.eve-online.com/test-patches.html
then patch all patches to new copied directory..i.e. D:\ <New Folder> NOT you main eve install.. (it will warn anyway)...
3) Logon and play away!
4) ask a nice BH <name> to move you to fight club..
5) Join the Fight club in station
6) Ask for access to the hangers...
well...any good?
P.S channel to talk on (in test server) is eve-chaos if I remeber correctly...

Does this work with the buddy program?
Or do you need a full account?

I cant access the test server with the buddy program.
Is this a bug or intentional?

The database from the Live server is copied every so often to the Test server. The lst database update took place before you created your character, so it doesn't exist there yet. If your account has been created after the update, the same goes for that.
You will have to wait until the next Chaos update. I ahve no idea when that is going to happen, though.

And also, can i use a battleship on the test server if i cant use it on tranquility?
Or do i only keep the same skills i have on tranquility?

you need the skills you have on tranquility to use the skill on test server..as ors explained...your character info is copied to the test server...
BUT
You have access to new implants which increase your training time in game...(only on chaos obviously)
As to whether you can use new equipment...it depends on wether they have been tested or not..for example...you could install a cloacking device without the skill at one point..but now HAVE to have the skills to do so...its all up to the developers descresion etc..I asked for a titan..but suprisingly they wouldnt give me one..lol..
