You might notice that the DPS difference between Drake and NH with similar fitings is at most 41 DPS, while even a full set of T1 hobgoblins have more DPS than that, let alone a full set of T2 ones. And yes, T2 launcher Drake can beat an Arbalest (L4 HM) Nighthawk in raw DPS.
So... Drake with XR launchers and T1 hobgoblins means 237 K + 55 T = 292 DPS (acheivable with a VERY modestly skilled pilot) Nighthawk with T2 launchers/hobgoblins means 327 K + 84 T = 411 DPS (needing a whole DAMN lot of extra skilling)
As a Nighthawk pilot, I think you will find that the DPS difference in a NH is even more that the 411 NH vs. ~350 drake you might expect, since the NH has an innate missle precision bonus that works wonder on elite frigates and suchlike. I'd also like to point out that most NH pilots are already skilled up in those areas you mention. Command ships are always a very expensive proposition training-wise.
Personally, I think the command ships should be boosted since the tier-2 battlecruisers did cut seriously into their niche, but they are still unarguably superior.
Now, to respond to the original poster, a CNR is faster than a NH. A Raven is pretty much even, with the NH killing BCs at the same speed, anything smaller than a BC much faster, and BSs slower than a Raven. It is pretty much a wash. I flew a faction-tanked Raven for lev 4s for a long time before I got into my NH, and the there are several things about the NH I like a lot more:
1. It is faster and more manueverable. Makes a big difference on long inter-gate treks as well as just being nicer to fly. 2. The tank. As mentioned before, a passive-tanked NH will tank better than a Raven and you don't have to worry about cap, nos, being jammed, etc. 3. Really easy to kill off tacklers. 4. It's cheap. Compared to a faction Raven your entire setup is less than just the booster on a raven.
The downside is that you don't get the satisfaction of seeing a full rack of torps slam into a BS and incinerate its shield.
