What is the quickest way to build up to a level III agent? I have been running missions for a long time and I have built up little standing in the corporation I am running them for. Any tips for 3 week old player?

Do your newb missions to get your base faction standing. Train connections to level 3. This gives you a 2.96 standing with your Faction (in your case, Gallente Federation)
This will give you access to any of the level 2 agents. Find a station with a few agents at the same station and run all thet missions at once. One or two Important Missions (being the only missions that raise Faction standing) will pop you up to 3.15, which is where most -17 agents are residing.
Alternatly, you can just train connections to level 4, which will give you a 3.28 standing with your Faction, which will hit most of the base-level agents.
Final note, before connections comes into play, you need to be known to that corp, which means you need to do a level 1 agent's mission (or shoot a convoy..)
-- TomB: End the speed-race. 1 propulsion mod allowed, make turrets affect ship attributes like +speed/+ab speed +agil for progressivly smaller/lighter turrets, -speed/-ab speed -agil for long-range. |

How does Connections level 3 = 2.96? I thought it only increased .4/level.

Because there is a initial standing of 2.00 if you completed the training missions. Plus 8*0.12 for the connection skill at lvl3 gives the above 2.96 in standing.

That post doesn't say how you get to 2.96 w/ Lvl 3 connection. Rather it looks like you would be 1.08. (0.36*3)
