I don't want to mine. I rat a lot. I want to get into production. Is scrapmetal processing worth the time sink, or should I just buy all my minerals?

If you are going to be crunching/reprocessing loot drops for the mineral yields, then yes it is.
You will also need a good standing with the NPC corp that you are running the missions from. This will help in them not taking as much from the reprocessing; when you do that.
I believe that a 6.5-6.6 standing with the NPC corp should yield perfect reprocessing with a scrap metal skill of lvl 1 or 2 at a normal high sec 50% type station.

To get perfect reprocessing, you need Refining V, Refining Efficiency V, Scrapmetal Processing V, and corp standing at 6.67. However, Scrapmetal only gets rid of the last 0.5% waste, and requires Metallurgy V, so it's a time sink.
However, eventually training it to V will pay off, but you'll need to reprocess a lot of stuff to get there.

assuming that you have refinery efficiency 5...
at a 50% NPC station you need scrap metal processing of 1 OR the 4% refining waste implant... plus the 6.67 standings... to get perfect
at a 30% NPC station it is impossible to get perfect... even with metallurgy 5 and the 4% implant and 10.00 standings with the corp.
