I've been reading a lot of posts lately on how cloacked BS are really unfair...how cloaked ships shouldn't appear in local and that cloaked ships should be able to be probed.
So I thought that CCP should make it so that ships that cannot use the CovOps cloak can be probbed, BUT there will be of course some requirements:
1. A new module: Space Distortion Sensor: Requires Electronics V, Science V, Survey V, Signature Analysis V, Astrometrics V, Astrometric Triangulation V, Astrometric Pinpointing V, and a new skill Spacial Anomaly(I'm not going to make it easy for you to make an Alt....) 2. Spacial Anomaly when trained gives causes the modules duration to go down from the starting 15min, to about 10min reason for this skill lowering scan time is because the module would incapacitate the said ship for the duration of the scan, while any cloacked ship would recieve a warning of the scan being in progress 3. The scan is system-wide ...the ship using the module, MUST be part of a gang in order to give the coordinates of the cloaked ship/ships because once the scan is over the results disapear. The scan is nearly instant because of the added feature (approximately 30 secs to get results...and even if the ship has warped off the scanner keeps scanning them at their new location due to the fact that the cloack already generated the spacial distortion and that is what the scanner finds...also good for finding any ships that have cloacking devices....will not work on CovOP devices...) 4. As stated above this will not affect Covert Op and Recon ships that use the CovOp cloaking device (since it a high tech module =P)
And that is pretty much it for the cry for cloacking to be...shall I say it...nerfed (as if it needs it considering the resolution penalty and speed loss) I can understand the reasons for people wanting this scanner to come to be, especially for those annoying CNR that like to cloack in the drone regions...but the local disappearing thing should not and hopefully will not happen.
Negative feedback welcome...if you flame me...I will flame back  Other than that as long as it is within context of the post I will be happy to listen to your complaints and/or advice -------------------

Why don't keep it easy? Release a probe that sends out a signal to disrupt cloaking fields system wide with a chance of let's say something about 40% (to keep this interesting). If someone is really "working" with his cloaking (fly around and looking for targets) it isn't that bad since you can just reactivate your cloak.
But it will be a bad thing for those "uhuu i go save, cloak and go afk for 23hrs just to harass other ppl"-guys.

Obviously not in the same quantities but perhaps 1 unit of ozone every 10 minutes. Maybe the actual cloaking skill itself could have a secondry bonus in that the higher the level you have the less fuel it needs.
Making it so you can't put the cloaking device on autorepeat could work as well but I think you'd end up uncloaking at a very awkward moment whether you were AFK or not.
This would not be too hard for the genuine co-ops pilots to cope with, however the pilots who just safespot and stay cloaked for ages just to spook ppl in a system would be effected.
Lets face it when AFK freighters/indis get suicided in hi-sec one of the most common things said in the forums is that EvE shouldn't be played AFK so logicaly the hunters as well as the carebears should not be able to play AFK so easily without any threat at all.

I do not think that the problem is "cloaking" per se, but the "afk cloaking" irritant. To address this require that a cloak be reintialized, say every 15 min. accompanied with suitable warnings and without losing cloak. Failure to reinitialize would expose afk cloakers and eliminate this irritating tactic. Otherwise IMHO cloaking is fine as is.
