While in 0.4 space I was warping across to a jumpgate, but ran out of cap and stoppes a few mil km short of destination. Out in the middle of knowhere there was a Kestrel frigate sitting there, with the yellow bounty logo. I hadn't been playing for more than a day at this point so I didn't know what was up. I looked up his info, turns out he had a 70 mil bounty on him. I tried to open up a chat, nothing. Began orbiting at 15km and locked weapons, nothing. The guy was away and I could have had him but I was green and didn't know the consequences. Please humiliate me now with insults now so I may never do that AGAIN!!!!

thats gotta sting though. and trust me opportunities like that wont present themselves when you get more experienced. its like a natural law or something.
when i was a wet behind-the-ears nub, before the sp boost to starter chars, i was pirating in low sec without propulsion jamming. and guess what, low sec was one big nub soup. no lack of targets then. of course everyone got away (hadnt learned about bumping yet).
after i got a scram low sec was suddenly empty ... well, apart from the big meanies that is.
...
70mil, tsk tsk. just think what you¦d be doing with that isk now

So, you ran out of Cap and landed in his safespot? What awesome good luck! But then you go and spoil it by not killing him... 
You'd have taken quite a large Sec Hit, but other than that, you're golden.

Don't feel so bad. Not long ago I was in a T1 Rupture when I came a cross an afk pod with a 15mil bounty on him. But since I was on the way to help a corp mate and didnt have time to get a new ship after Concord would visit (this was in highsec), I continued on my way. Always wished I popped him though.
