There's still some debate about whether it officially ended or if it has simply run out of BPOs to give. Or there might be still one or two out there that people keep refusing because they aren't worth it (I heard Acolyte II might still be out there, but that was a while back.)

They've said a long time ago (just after the reseed prior to introduction of invention) that they're not adding any more BPOs to the lottery after that. So, unless you can still see a "predictable patent" on any agent, the lottery HAS effectively ended.

I remembered that too, and figured that if the community knows this then there was no reason I couldn't answer in place of a dev. But hey, apparently helping the OP out is flameworthy because they're on a dev hunt.

I think the lottery as we know it is dead (because they said so)..
The only real question left to ask is, will tech2 bpo's that get destroy'd also get replaced?...

There have been times over the years that the predictable lists have run dry for a time. They only dish out a certain number of each so of course, with nothing new seeded, eventually there won't be anything left to give out. Until "The Man" says "no more lottery" I wouldn't assume it is dead. So far I haven't heard that.
The fact there are some things with no T2 bpos that can be invented isn't a reassuring sign for the T2 lottery, but not necessarily a death sentence.

You've hit the nail on the head there. TomB said they were planning on removing the lottery system, but never said when or even if it had already been done. And anyone who believes things mentioned in dev blogs without seeing it followed up and corroborated elsewhere is asking for trouble (reverse engineering anyone?)
Also BPOs which have been removed from the game (banned players etc) have occasionally been reseeded into it apparently. So my original question is still valid and until we actually hear a Dev on a forum or a dev blog actually say words along the lines of "The lottery is dead and no more BPOs will ever be released through it" I think that anyone who assumes otherwise is on pretty damned shaky ground.

Ok, where do I start...
First off, a response from somebody carrying the "CCP logo" is not a 100% guarantee that you're getting the right information either. Actually, this is the reasons why you don't often see definitive replies from "devs" either, because nothing is set in stone for them either, they just have a general idea and they could change their mind every time they had a good reason to. So, basically, our informed guess is (for all intents and purposes) almost as good as their (not-made) statements.
Second, (re)seeds were never automatic, but always "manual". Reseeds don't happend alone, they are part of the "new seeding" rounds. The only reason new seeds were made was to correct the most "gross imbalance" issues between supply and demand, and even then they were a blanket-effect seed (a few of each BPOs, not only the "most needed" ones). Right now, invention is happily fulfilling most of the T2 manufacturing needs of the galaxy (as it can be plainly seen by the insane volume increases and price drops compared to "before invention"), so there wouldn't even be a NEED to make any (re)seeds.
So, with a 99+% chance of it being true, the T2 BPO lottery is practically over... there are no prizes whatsoever. Even IF for some reason old destroyed T2 BPOs would EVER be seeded from now on (the rest of the 1-% chances), rest assured they'd be gone in almost an instant anyway, so your actual chances of actually "winning" anything are close to zero practically.
Bottom line, lottery's over for all practical intents an purposes, even if the mechanism is still in place.

I'm surprised someone hasn't come up with the obvious question... what about the rest of us? So a limited number of lucky people have these T2 BPO's and there are so many that will never even have a chance for them? Interesting, what if (slim maybe but still) a select number with the same BPO quit the game or something? Just random thoughts...

They could remove all T2 BPOs from the game right now, it wouldn't matter anymore. In case you haven't noticed, invention works, and research agents are one of the main sources for datacores. _

I loved the post about the reason why dev's are afraid to respond. It's true they've been burnt so many times going back on their words now it's almost assumed that you really can't trust their word.

EDIT: Acually, here's a better question... is there any other benefit to research agents then? There is no point in working with one now then, is there?
For the rest of us is now a billion+ isk investment into Invention gear.
Research agents are still worth starting, and accumulating RP for datacores needed in that invention investment. No real point doing the missions for them to get bonus RP unless he's a poor agent, or you blow a lot of isk on invention attempts, however.

Isn't it true that invented blueprints are only BPCs? It seems to me that spending billions of isk on invention, to produce a T2 BPC is not anywhere near worth the investment. So what am I missing?

You choose the target item witht he cost of invention in mind.
A rough ballpark cost for invention is: modules requiring 1 Mechanical Engineering datacore +1 another datacore 600K, 2 ME + 2 other 1.200K, 3+3 1.800K.
For ships the pure invention cost is about way larger, a 2+2 datacores frigate invention cost is about 10 millions. That is because you need to use a good decryptor to invent ships and the cost per attempt is higher while the chane of success is lower. The influence of the decryptor cost lower as you start inventing larger ships.
The final effect is that in a market whre only invention work the prices tend to bunch togheter based on the number of datacores needed for the research job.
For example if all the small rail T2 BPO where to disappear, all the small T2 rails would have a price around 800-1.000K while today a 75mn T2 rail cost around 100K.
