Well as long as your war decced.....you are not safe any place..... You move, he just uses agents to find you.... Your in a mission, he just probes you out...... etc etc.. You pay for some peeps to war dec him, it costs you isk and is not certain of working. All he has to do is lie low for a while and it costs you isk with the full probability he will just double his efforts. Have you tried bargaining with the guy ?
