While sieging a highsec POS the defenders offlined the tower, and started onlining again. We couldn't put out the DPS to take it down, and the POS went back up to 50% shield. They repeated this cycle a few times. Is this legit?

if they are off lining their tower, they are completely defenseless... tower-wise... for that window.
IF you are not available to take advantage of that window, then I think the onus is on your hands. Think of it this way, you might not be able to destroy a tower, but you are consuming an awful lot of their time. _______________ Pwett CEO and Founder [QTC]QUANT Corp.

We of course capitalized on the exposed modules, but it doesn't make sense that the Tower while under fire should reset to 50% shield every 15 minutes. Nor that a tower undergoing onlining should give 90% hull resists to the guns.

Sorry about the obvious question, but...
If they offline the POS, the forcefield goes down, and so do the guns, right? So they are completely vulnerable, why not just focus fire on their ships, take them out, then you have all the time in the world to finish off the modules?

They warped into the bubble in rookie ships, flipped it offline and back on. We pop them each time, but the cycle was started and they lose nothing to keep their POS at 50% shield.
We have done everything to this POS except kill it because it just jumps back to 50%.

I would definitely call this an exploit. The point is not that it is impossible to shoot the modules to rubble (which it isn't), but rather the fact that they block the use of the moon with their infinite life tower.
By game mechanics you should be allowed to conquer a moon for your own use if you field a fleet strong enough to take down the tower, which you apparently were, and they cannot defend it. If they deny you this right via cheap tricks like that, it is exploiting. File a petition
