No. Ships cannot be changed in their slot/hardpoint layout. Only their stats may be altered.
I used to get It.
Then It changed.
Now I don't even know what It is.

I think they are refering that an upgrade (RIG) can be fitted to a hardpoint.

"hardpoint upgrade" slots are rig slots iirc. Though if I'm misremembering that then they are either a "Coming Soon (TM)" feature or a hang-over from something CCP haven't implemented.

That's not "hardpoint upgrade" but "upgrade hardpoint". ;)
These are the slots to install rigs in. Just check the "ship upgrade" section in your market for possible rigs... They're are neither "coming soon" nor some hangover...

Just checked the Item Database - not able to get in-game atm - so if upgrade hardpoints are rigs slots, what are .... rig slots?

Rig Slots are Upgrade Hardpoints 
Best explanation for rigs I heard was "Implants for your ship"... You can plug in certain benefitting Rigs which you cannot remove other than by destroying them. So like implants, just for your ship ;)
There are rigs that boost your cap recharge rate, your shields, your armor, your weapons...
There are standard rigs (which doesn't require any skills besides the Jury Rigging III skill) and specialized rigs (which require a 2nd skill besides Jury Rigging III). The Specialized also give penalties, which can be reduced by leveling of the 2nd skill. Standard rigs don't have any penalties.
