Its a valid question though... why is it they have an extra slot? I am not crying for a nerf, I just wanna know what the reasoning is behind it.

Thats a non-answer. All ships in a similar class have the same amount of slots, they are just distributed differently to fit that races/ships battle doctrine. I am sure there is a good reason why the minnie BC/Command ships get an extra slot compared to the rest of the BC/command ships in the game, I am just wondering what it is.

for balance reasons...
basically proj do poor dps compared to other weapons so that the dmg minnie ships need 2 dps bonuses to catch other weapon dps with just 1 bonus
problem is that cs "dps" boats have all 2 dps bonuses so to keep the dmg on par minnie need 1 more high
also as said they come from the crappy cyclone that when had same slots as oter bcs was an extremely poor ship and needed 1 more mid to compete (even if imo is still crap :P)
if you look there are more minnie ships who have 1 more slots that similar boat in their class and most of the time the change was made because the ship was total crap and needed to be boosted.
in the end the real balance is made not just looking at slots number/layout, but comparing the damage curve, tank, ew/support capability, and some other minor things...
Minnie CS are good but not overpowered in any way (just compare with gall ones) so i don't see any problem if they need that slot to achieve that

Unfortunately, rather than address the slot layout/tanking issues for Minmatar the Devs have simple declared that it makes us "versitile".

Lack of DPS? Artillery has very low DPS.
Lack of grid? Most matari ships are low on grid/cpu to fit their equipment compared to other races.
More skills required? Matari ships are a hodge-podge of skill requirements. Best cruiser? Armor tank. T1 BC and Command ships? Shield tanks. Prior to Revelations you armor tanked cruisers and below, shield tanked BC, then armor tanked BSs. You have to do it all to fly Matari effectively.
Lack of Resists? Matari base resists for their T1 ships are lower than everyone else.
Hence one additional slot to compensate for the above.

Errrm what?
matari have the highest resist. going from 60% - > 70% em on armor is about 2.5x the bonus amarr get going from 10% - 20% exp on armor.

And then compare the "holes" in the low end resists for their armor against the other races not just Amarr.
Matari low armor is 10, compared to 20 for the others. Their low "3" is 10, 25, 35%. Amarr is 20, 25, 25%, Average resist is the same, bigger hole in the weak resists. That larger hole is easier to exploit for the other 2 races than the high is an dis-advantage for the one. Even with the Matari shield tankers this allows them to drop faster than their shield-tanking counterparts. Minimal difference, true. But it IS there especially with many T2 ammos doing explosive damage.
The fact that their HIGH resist directly effects Amarr is hardly a Matari issue
True that Amarr gets shafted, hitting a high, but that is hardly a Matari issue

2 years ago when BC first came into the game the Cyclone was an 8/4/4 layout.
And it was utterly, utterly awfull.
So bad in fact that the only way to balance it up was give it an additional slot.

Thanks for the responses.
Oh the resist thing is kinda BS. Like someone else said, matari get a 25% bonus to their EM resist, amarr get an 11%, gallente get a 13%, and caldari get a useless 15% (they are shield tankers remember.) Caldari/gallente/matari all have the same explosive hole.

For the Cyclone the EM bonus is useless too by that logic.
