I am going to assume you are doing missions or killing rats in belts
This is a slighty modified version from the Ship Setup Index since it mostly had T2 equipment (setup by WeaverSpyder)
HIGH
------------
6x 720 loaded with titanium round
2x assault launcher with watever light missile you want
MED
------------
Shield extender
shield booster
invulnerability field
10mn afterburner
LOW
------------
RCU
PDU (maybe change this to a RCU if you can't fit the guns)
gyrostab
gyrostab
trackin ehancer
damage control
I have used a similar setup on a Cyclone with great success and besides of a single lvl 3 mission (Blokade) I can do all the ratting and lvl 1-2-3 missions.
Else try to ask in the ships and modules part of this forum. Just remeber to say how skilled (ie you are not good at armour tanking or can't use t2 fittings) you are and what your will be using the ship for. There are some mighty nice people who will answer your question unless you start flaming them.
Do not flame people you want to help you. Can't stress that enough.

There is a great thread in the ships and modules forum detailing nice ship setups for different purposes. Most tend to armor tank their Hurricanes, as 4 mid slots really is not enough to shield tank properly.
Ship setups
If you want to passive tank it, I would use a setup like the Myrmidon:
3xlarge extender
1xinvulnerability
4xshield power relay
3xcore defence purger rigs
Now the reason I would only use 4 SPRs is to make room for 2 gyrostabilizers, unlike the Myrmiddon, the Hurricane actually needs weapon DPS. If you plan to fly solo, I would would loose an extender for a webber. And regardless I would not try this fit in PvP.

i use similar setup, but i use 2 x lse`s and 1 ab + invul
then 3 spr`s , two gyros, and a overdrive
add 3 x purger rigs
you can drop the odd module for a bit more tank but i can rat o.o in this.
somtimes i even use 1 lse and add a web, but 4 spr`s are better if u wanna go that far.
dump the warp core stab and just learn to survive, u need those slots. stabs are for travel only generally, oh and for scardeypants

I use this. Although the ship is slow. I also replaced 1 of the Shield Power Relays with a targeting computer.
It makes level 3 missions painless and without any worries. It was a hard fight if my shields went down to half.
The blockade mission will still give you trouble if you kill the trigger ships early. That;s alot of ships lol.
