Can anyone explain how this skill is actually used? The description says "Skill at running research operations remotely. Each level increases the distance at which research projects can be started."
I have it trained to Lvl 2, but can't figure out how to finish one job and start another without going out to the lab at the POS. Say I have a BPO that finishes up ME and I want to start it on PE. Is there some way that can be done remotely?

You can be as far away from the lab as your skills allow, but the blueprint needs to be in a corp hangar in a station in the same system as the lab.

Find the job in the science&industry window and click deliver. Find the new bpo in a station in the same system and right click -> research.
The filter needs to be set to corp instead of public for the slot type to see slots at the pos.

and since you normally cant access corp hangars remotely, it means same system, if u use corp prints

What are you talking about? Why can't you normally access corp hangars remotely?

Ok. Step by step, doing ME research with Scientific Networking at level 2:
1) get an office in a station.
2) put a BPO in the corp hangar in said station.
3) put up a tower in the same system.
4) put a lab up in said tower.
5) fly up to 5 jumps away, without leaving the region
6) open Science and Industry window
7) go to Corp Blueprints tab
8) find the BPO that you placed in the corp hangar in step 2
9) right click, pick Material Research
10) click Pick Installation
11) change range select to "Current Region" and type to "Corporation"
12) find the lab and line you want to use, click "Use Assembly Line"
13) set the "M.L. +" number you want to do
14) click OK
Alternate directions:
7) go to Installations tab
8) set range to "Current Region", type to "Corporation", activity to "All activities" or "Material Research"
9) select the lab and line you want to use, click "Install Job"
10) click Pick Blueprint
11) find the blueprint you want under the Corp Blueprints tab, click "Ok"
12) set the "M.L. +" number you want to do
13) click OK
Change as needed if you want to do a different science/industry activity. If materials are required, they need to be in the lab or assembly array, not in the station hangar.
