Last night in an engagement (in empire) one of our WTs warped to an NPC alt. At the same time we tried to shoot this alt, and were constantly plagued by the concord warning box. Is this supposed to happen or was it bugged as I was expecting it to allow us to engage him.

I believe that the only way to really figure it out, would be to get in your n00b ship and actually try to hit it and see if Concord cares. I've removed those dialog boxes because what Concord shoots at you for and doesn't shoot at you for is pretty simple, now if your target is in a gang, and you're at war with them, you can only attack them if they attack you, but i think it's something stupid like the reverse on their side too, so I think the system might need to be fixed, best advice, if they aren't harming you, then don't worry about it.

Unfortunately the target is being used as a warp to point and is scanning all of our ships, then this is hardly fair. They should make ship scanning a hostile action IMO.

I agree that ship scanning should be changed to be a hostile act.
Also, pilots ganged with WT should be flagged as such to corps they are at war with... i.e. they get a little red star as well. There would need to be some kind of timer after they drop gang to prevent them dropping as soon as they're engaged and getting someone concorded of course.

Don technically the alt neither had too be in a gang or in the same corporation.. so the rules for warnings applied just as if you where fighting joe blow out on the empire lanes.. The alt was not directally associated with the target in question and therefore could not be engauged. I hope this sheds some light.
