He didn't say shield reacharge. He said dps tanked. If your shields recharge at 164/s, you are tanking more than 200 dps even with relatively low resists.

Not 200sh/sec recharge, but 200+ DPS (EM/TH res-amps, lowest resist 40% kinetic, ~120sh/sec recharge).

You should get an oneiros and Hyperion because nothing says <3 like 8 turrets using federation thorium with an optimal range of 160km with damage bonuses and the tracking of small turrets.
