Personaly I love this idea. As it is effectively what's happening with Tri + MM/RZR.
It keeps PvPers busy with targets for roaming gangs and also provide stability to your space. This way PvPers in your alliance don't get bored and leave. Therefor when It does come to an actual invasion most of your decent PvPers are still there. Unlike D2 where they just became carebears and ran, as most there decent PvPers had moved on.
I don't think it's an issue that the kills in a NIP wouldn't mean as much, as to be quie freekin honest. A Kill mail is a kill mail, You've made someone else in the game suffer which always brings a smile to my face. You still get the surge of adrenalin when you commit to combat. So I don't see this as a problem.
The only issue I can see is getting fleet fights out of people when there's nothing to defend.

For anyone saying this wouldn't work because to suggest it implies weakness: really look at what we have going. It has been stated time and again in this thread. TRI+MM/RZR may not have an "official" NIP going, but none of us consider the other weak. If that was the case, we would be knocking those guys out of their station systems like the other weak guys that TRI has removed, or vice versa.
All this requires is a common enemy
