Lies and misinformation are the way of the terrorist. Trying to convince others they operate under noble callings and work to "free" poor helpless slaves. They fail to inform others of the truth that they are ripping happy slaves with good lives away from God and kidnapping them to a lifetime of despair and poverty in Republic of Godlessness.
PIE does not conduct "kidnap raids" into Minmatar space. PIE officers may individually stock their estates their own way but there is no official PIE policy on this. I know I myself prefer simply to travel to Pator or Rens myself and deal with a slave "broker" when I purchase a large herd of livestock. Likewise when I need quality female livestock for various breeding programs I ensure only the best genetically stable Minmatar are used by once again going through a reputatble broker.
In fact my most reliable source of slaves is a MINMATAR gentleman......
He has seen the light of God and knows he is doing Gods work bringing those less fortunate to the Empire. A calling all Minmatar should see.
