Simple question:
When IGB sends a request does it send it from the client or the server? Meaning does it first go to the EVE server which then goes to the remote server being requested or does it go straight from the client to the server being requested? Thanks.

Since you can setup a webserver on 'localhost', firewall the server off completely from outside your computer, and still be able to access the site, it's a reasonable assumption that the request comes from your computer rather then ia the server.

The IGB is a Web-Browser like any other Firefox, Mozilla, Opera etc. using the HyperText-Transfer-Protocol. It has less features than the above (poor tables, poor layout abilities etc.), but can send certain information to trusted sites. So no it does not go thru the EVE-Server first, when visiting other Web-sites.
It is just another web-client and worx something like this:
IGB to eve-compatible.com send me "index_for_IGB.html" Server to IGB: Response: here you go "index_for_IGB.html" IGB renders and displays the page "index_for_IGB.html"
IGB to not-eve-compatible.com send me "index_NOT_IGB.html" Server to IGB: Response: here you go "index_NOT_IGB.html" IGB gets the page and finds HTML-Tags it doesn't know, so it displays an error.

I know how web servers/browser work (I have built them before).
I was just wondering if the browser acted like a proxy, I.E it connected to the EVE server, was assigned a proxy, then communicated with the requested web server.

The browser connects to the webservers directly. The webserver logs will show your IP address, not CCP's.
