I'm looking for tips on using the on-board scanner, especially with regards to PvP, as it's something I hear mentioned a fair bit when reading through the various war stories and annecdotes posted here and elsewhere. However, in practice it seems something of a black art to me.
Or is it just that it's of limited practical use without then following up with actual probes?

It's not the onboard scanner, it's the directional scanner that people use.

What you are asking cannot easily explained in text or on the forums. You should hook up with somebody in a system and TS in order to have them show you.
The best teacher of this skill is an old world pirate, YaRr!
I'm no pirate but fortunately one has taught me.
If you can gather a few of your guys together tomorrow and then head over to Purjola, I'll be glad to show
* How to directional scan down targets without use of probes.
* Use probes.
* How to evade being pinpointed by probes.

Well, i don't scan for cosmic annomalities when i want to find someone to kill in 0.0, i just jump to someones homesystem and gank them there :D And i hardly ever use the on-boardscanner, i use quest & sift probes mostly, with the occational pursuit and comb.
