If I leave my own shipwreck or some NPC wrecks that I shot to come back for them later, will I be able to tell if someone is opening the cargo and stealing the loots?? And who they are?

Nope, not unless you are sitting near the wreck and watching it.

For 15 minutes after they steal your loot, if you happen to come across them in space, they will be flashing red in your overview. That's all the indication you get.

By setting overview settings to show a small icon next to anyone who's standing is below -5 you can tell who's been flagged to you if they are in same system, as they will have that small icon appearing next to their name in local chat after looting your can.

What he said. Just be careful as if you decide to shoot them they're allowed to defend themselves and shoot you back without Concord intervention. They may actually be HOPING that you do just that.

So, if someone loots my wreck or steals from my jettisoned can, I can shoot them without Concord intervention, but even though they're already a legal target for me they can't shoot me?
Then, once I take a shot, I become a legal target to them as well?
