Goons are annoying little freaks that run around in swarms all day and destroy everything that doesn't out tank their massive fleets.

(And no I was never a privateer, now any of my alts, nor as far as I know anyone I fly with. They just made empire more fun OK) CONCORD provide consequences, not safety; only you can do that.
