Hard question. Think you may be the only person who can answer that.
The poster above said "when you can afford to lose one", though I don't believe that. A person can technically fly a BS and have enough money to lose one in a very short amount of time. In my opinion though, I wouldn't say a person in that position is ready for a BS.
If you're using a BS for missions, you can use one and survive quite easily with a low amount of sp, but if you're using one for pvp, you need to have an extensive skill set to be any good.
There are a ton of skills you need to have to fly a BS well.

whenever you want to be ready for it.
low skill points will make your bs go pop alot faster.
it all depends what bs... for Gallente, the Megathron, at least be able to fit large t1 rails/blasters. having a bs with med mods is just asking for it.
it would be nice if you can fit SOME t2 fittings, for instance.. t2 eanm, t2 dc.. etc
where are you as far as skill points?

a good time to move up to BS level is when you have lvl4-5 support skill for it, and have weapon skills (tech 1) up to lvl4 as well.
For example, I waited till I could fit T2 hardeners before I got myself a BS. Good thing too, since I got into a attempted suicide-gank because I was carrying some megacyte. (This was when suicide ganking was still somewhat new)
If it wasnt for the tank, I'd have lost it. -

personally i find it depends what race you are flying, for pve a minmatar pilot with good navigation skills can jump in a phoon as soon as you get bs 1 trained, but amarr pilots need a few more sp before they can be effective

I don't think I was ever ready, took one out at 3 months and lost it in the first lvl 4 I tried, took another out after 9, lived through the first mission but lost it in the second. Really to be able to fly a Mission BS you need to research the missions and be able to use the right hardeners for said mission and of course have a decent damage output to kill your targets. Don't bother using one in lvl 3's or lower.
Lastly make sure you have GOOD drone skills. Any bs will hit for crap on frigs unless you use expensive and obsurdly skill intensive amunition. Drones rock! Use them!

Ready for what is the question ?
For massacring level 3s in a Raven or Phoon - as soon as you can fly one, even with hvy missiles, med projectiles they do it well and are safer than a BC.
For lvl4s - when you can fit a t2 tank and come close to permarunning it, have large weapons to at least 3-4 and fitting skills at 4-5. Even then be ready to lose one now and again and dodge the harder missions
For pvp - add another few SP million to the above.

Unless you're flying certain ships like a Domi which does only a bit less damage with med neutrons than with large electrons, and fits a much better tank with the lower size gun.

I'm a noob (2.5m SP) and been flying phoon in lvl3 missions. it's not a cake walk in lvl 3's (esp. The Blockade)-- I'd need to warp in and out frequently even with 2 LAR / 3 active hardeners and cap relays/chargers in every available slot. But after a long grind up to 8.0, I only lost one because I got*****y and didn't align right away.
This is stricly pve. For gang/fleet pvp I fly cheap frigates and tackle gear, get popped pretty quickly but I'm making a contribution. For pve "Fly what you can afford to lose". FOr a noob in pvp its "Fly what you can afford to lose 30 of"

Until you bleed millions of skillpoints into capacitor skills/repair/hul upgrades and more millions into gunnery and ready to devote training time to get bs skill to 4, don't do it. It'll save you a lot of pain.

Heavily depended on race. A typhoon can be flown pretty easily for lvl 4's and godlike for lvl 3's A raven can be flown well within a month. A scorpion can have an awesome tank in maybe a month and a half or maybe 2. A abbadon or megathron on the other hand... They will take much more sp to be able to fly properly or even be flown badly. I WANT to fly a maelstrom and I "can" afford one. But I "dont" have the skills for one Even with some gunnary skills at lvl 4 med hy motion pred gunnary 4 and rapid 4 im not nearly ready /me eye's surgical strike. I wont be ready for a decent 5 or so months I assume. But a typhoon should be decent for lvl 4's So Ill train for a raven and get good missle skills THEN train for a maelstrom and get large projectile skills then work my way down to a typhoon from there. Generally if you have to ask if your ready to fly a ship you usually arent... normally YOU will know if YOU are ready.

when you can use their weapon type(large turrets, heavy drones, cruise missiles or torpedos) as well as fit a full rack of them and a good tank(so no filling lows with RCU to be able to fit full rack of guns and then fit a medium shield booster cause you cant fit a larger one)
weapon support skills 3-4, advanced weapon upgrades 3 or 4, fitting/cap skills 4 or 5 and tanking skills 3 or 4, wouldnt suggest hopping in a bs with less then that

Disagree there... BS can be used very nicely in Lvl 3's because of the bigger cargo hold over cruisers. Especially if you fit a couple of salvagers and tractors on it. Obviously using cruise missiles or torps is overkill so you may lose the BS specific bonusses but still... I've been doing a lot of missions in a BC but a BS is a bit more comfortable.

Skill points aside, there is also a kind of culture shock when one enters a new class of ships. This also varies on race too as most frigates pretty much fly the same, but once you get into BC/BS each race starts to distill that race's style of combat. I may venture to say the change is greater with each size up.
If you can afford the BS, fine, get it. Even if you have the skills, I recommend running some lower level missions to get a feel for how it handles and what you can and cannot hit with large guns. Then shoot some structures to see how much damage you CAN put out.
When I first hopped in a domi, I tried to treat it like my Myrmidon and threw some heavy rails on it and filled it with drones. I couldn't hit JACK and heavy drones were too slow to be effective.
The domi required me to change my tactics completely. I fortified my tank, boosted my drone skills and went true to Gallete by equipping mid-level, large blasters which have MUCH better tracking. They deal a hell of a lot more DPS and with some webbing can even hit cruisers/frigates.

You're ready when you get fitting skills Electronics/Eng to V.
Have the ability to use Hardener IIs, LAR IIs, Cap Recharger IIs, Heat Sink IIs, Capacitor Control Circuit (rig).
Good Cap Skills, Energy Management IV-V, Energy Operations V.
Good Drone skills, level V Drones, III-IV Drone interfacing.
Get decent Gun skills, At least III in all relevant gun skills.
After that you'll be ready for lvl IV missions, not PVP, just level IV missions.
