Been looking into creating a wolf pack of stealth bombers with a couple of friends. Looks like at best, you have 3 cruise missiles per ship. That's 9 missiles per volley with the base damage of the missile being 300. 2700 damage (even adjusting up based on skills) isn't gonna make even a huge dent in the shields of a battle cruiser. Might really hurt a cruiser, but definitely not a battle cruiser. Would take about 3 volleys to knock out the shields of a cruiser and another 2-3 to finish it off (assuming shield tank). I'm sure the BC would be long gone before that would happen. So, if you had 3 folks who wanted to do stealth pirating, what would you suggest as ship type and target type? I would imagine most folks in .1 -> .4 space would generally be in BCs or higher?

You'd need at least 10+ to take out anything cruiser-sized and up. The entire point is to catch your target unaware of the incoming fire (and thus, hopefully, has active hardeners turned off).
Alpha damage is key, if you dont get him in the first volley, the second one will not be enough. -

Running the numbers:
345 base damage on a CN Wrath Cruise Missile 1035 alpha strike per ship, no skills 2012 alpha strike per ship, with Frigate V and all support skills + Covert Ops at IV 18108 ideal alpha strike for your wolfpack (resistances have not been applied for the defender, though).
As long as you have someone to hold down the target, say a person a Crow just endlessly MWDing around them while keeping their warp scram on, that target will die fast.

You would do much better with a combat or force recon ship. The skill requirements are much higher then for stealth bombers of course.

With my reasonably good skills for cruise missiles, I get a base damage of over 500 with t1 varients. I have not had a look recently but I suspect it is significantly over 600 with t2 fury cruise missiles. That is twice as much as you use in your calculation - train your skills and the ship becomes far more effective.
Don't forget it's a frigate and it's bonii make it clear that it is designed for taking down small ships. If you want to make a frigate sized hunting pack for taking down bigger things, assault frigs are probably your bag.
And in low sec people fly every shape and size of ship (although I can't say I've seen many titans hanging around). Low sec near empire is filled with people taking their first adventure into it, lots of them with cruisers, frigates and destroyers.
And finally, don't worry about taking 5 or 6 salvoes to bring someone down, fit a sensor damp to each stealth bomber and your target will not have a hope of locking you. You will need a tackler in something like an interceptor to web and scram larger targets so they dont get away though.

If you're thinking of using wolfpack tactics, then you should know that the idea behind the wolfpack was NOT that every attacker had to be stealthy. Rather, one (or two) stealthy scouts would locate vulnerable targets and communicate the target's location to a larger attack force.
So, maybe you could structure your force thusly:
One or two "advance" scouts flying some sort of cloaked and/or fast tackler setup (could be just two guys in frigates warping through the belts looking for targets). A group of people flying cruisers or assault frigates waiting at a safe spot.
So, you'd have your advance guys flying together through the system. When they see a good target, they tell everyone in the gang where to warp to, and while everyone's warping these two advance guys tackle the target. Then your main strike force shows up, the target dies, you loot the wreck, laugh about how quickly the target died, and the process repeats itself.
As long as your tacklers aren't idiots and you aren't fighting really sophisticated opponents (this isn't an earth-shattering strategy), it's a pretty reliable way to jump people.

What about just using bombs? Expensive, but does 6500 damage in one shot.

20 mil a shot, 0.0 only. Utterly impractical.
I actually like stealth bombers, they make nice anti-support ships if you cloak after every volley and move around enough to keep people confused. Sadly, this sort of situation isn't possible in every fight, but they still have nice alpha for a frig.

I have took out stealth bomber gangs before and they do work well, fit 3 cruise launchers a damp and a sensor booster on each bomber and have a ceptor or two or a dictor tackling, ceptor tackles opponent and when tackled you and your 5-6 bombers all decloak and damp him down , even with a sensor booster 6 damps is gonna screw him over, it will take a little while to kill the hostile but is well worth it , 2 stealth bombers have the firepower of a raven basically (not taking skills into account) 6 cruise, so have 6 bombers and you basically have the firepower of 3 ravens, coupled with damps thats pretty damn meaty.

Stealth bombers can be great as main damage dealers in wolf packs. No other frigs can dish out a higher alpha, and not many AF's can rival the DPS of a bomber.
With larger groups of bombers and the combination of a bubble, you can also ambush gangs of bigger ships.
I wouldn't bother with bombs though...
