OK so Eve is supposed to be great PvP. Where should a newbie go to get his feet wet without getting totally trounced?

As a newbe you will need friends not to get trounced. Your friends can be newbe's too, but you aren't likely to find any solo PvP combat that you can handle as a newbe.

EVE is not a game where the sole point of playing is to fight other players (like a first person shooter, or the 'pvp' tacked on to other mmo's). The PvP combat in EVE is almost always engaged in for some reason, which can range from killing people so you can loot their ships(piracy), to defending claimed space(0.0 alliance warfare). But in the end you should have a reason for pvp, you don't just log in and say 'OK where do I go to pvp', this is not like WOW where you have BG's which are specifically there to pvp in. in EVE 100% of the world is a PvP zone.
Now to get down to the meat of the matter. As a rank noob, you can get into pvp right away, but you will not being going it alone. Your role as a newbie is going to be either basic fire support in a frig wolfpack, or if you have trained up some skills, you will be tackling* for people in bigger ships. Any way you slice it tho, you will have to be cooperating with other people in order to get any satisfaction from pvp this early in the game. I guess my first suggestion would be to figure out what kind of pvp you are interested in engaging in, then find yourself a corporation which engages in the activity that suits your choice. -=^=-

Jump into first 0.0 system that shows a big red ball on the map under "Pods killed in the last hour" setting. There you should get some PVP in the next 3-30 seconds depending on soon you decloak and how long your ship lasts ;)

Eve University, then take the Agony Unleashed classes.

Let me expand on that a bit. I a member of Eve University. We are a group of new and more advanced players (im at the new end of the scale) that help each other learn the game and develope our characters. E-Uni teaches all aspects of the game, not just pvp, but there are pvp classes, we have a pvp tourney planed, and we do get war deced from time to time, which would give you ample opportunity to fly in real pvp operations. I am in no way an officer of the corp or a recruiter of any kind, im a fairly new player myself as I said, but E-Uni has been a great expereince so far. The learning curve on this game can be like climbing a cliff when you start. In E-Uni there is always someone there to answer your quesitons.

You want PvP without getting trounced? Can't be guaranteed--you're asking for PvP. Maybe you mean PvP with a chance of winning? The solution is to fight other newbies, or to surprise someone who isn't set up for PvP into a fight.
First, know that in high sec (security status of 0.5-1.0) if you agress on someone, there are police that will trounce you. If, however, you can bait someone else to attack you, you can respond without fear of outside interference from NPC's (your opponent's friends can still interfere if they're close enough and if he has any). In low sec (security status of 0.1-0.4) you can agress as long as you stay away from gates and stations, where fixed guns are; there are no police in those systems. In 0.0 there are no police and no NPC guns at gates or stations. However, some alliance probably claims that system and they may attack you just for not being one of them or tagged as their friend ("blue").
Your problem, then, is that newbies don't typically go to lowsec. You could go to lowsec or 0.0 space and cruise around the asteroid belts, looking for solo miners with no security to attack. You might think that's not PvP, but you'd be suprised how many supposedly defenseless miners have firepower of some sort close to hand; on the other hand, you may be surprised how many don't. Or you could trick newbies into agressing you, so you can fight them without fearing the police (CONCORD). Steal their ore from their jettisoned cargo, or target and orbit them, or insult their mothers, hoping they'll fire that first shot. These sorts of ways of getting into PvP are generally called "piracy."
You could turn tables on other pirates, and try to look like an enticing target. Hang out around asteroid fields all by yourself. Set out jettisoned cans of ore to be stolen. Tour lowsec. The problem here is limiting your attackers to other newbies; it can't be done.
You could try joining a corp that's in a war; that let's you attack your enemies anytime, anywhere. The problem here is that when they're at war, most corporations stop recruiting, fearing they'll invite a spy (an alt of someone on the other side) into their corp.
As you can see, all the fast ways to solo PvP are problemmatic.
Your best bet is to join a PvP corp--pirates or anti-pirates or mercenaries or something; just look for a thirst for combat. The advantage to this method is you'll make friends and have some help learning PvP skills. Enjoy!

I would advise providance, up near mamet, R-3fbu, up in there, some good places to gind for pvp, also if you are just looking for trouble i would suggest you take a nice long tour of 0.0 and see how far you get. Space is big really big. |

As has been suggested, it's best to get some friends together. I have heard stories of new players solo-pvping in the bleeder punisher setup, it can take up to battlecruisers (although you need to avoid drone ships like Vexors and Arbitrators). If you're interested in PvP instruction, feel free to see the link in my sig and sign up for a PvP Basic class, you'll get an introduction to the game mechanics of Eve, and how to use frigates and Ewar appropriately. You could easily take down battleships with 8 frigates.

If you haven't already, go to 0.5 and get your scanning technique nailed down (practice with a friend helps here too), learn how to customize your overview and make one for PvP and learn and practice making "safes". Do all of this in high-sec. Then just head into any 0.4 to 0.3 system (friends help at this stage of the game) make some safes there and try some belt pirating. This will help you get the hang of finding targets quickly and practice at avoiding the folks that will be hunting you . Most 0.4 to 0.3 systems seem busier with adventurous new folks trying low-sec then 0.2 and 0.1. Of course, keep in mind that anti-pies and other pies know this too . Be prepared and go in with a good attitude is the best thing you can do. A rookie pirate in a frig is basically a target himself for virtually everyone else there. Beware getting baited .

You can also start with high sec piracy. This is where you go after the miners and try baiting people to engage you. These type of activities are "gateway" activities to piracy. More often you'll get 1 vs 1 kind of engagements, and not only mining barges as miners get out their combat ships, and sometimes you'll face someone's entire corp. All of this is done in relaxing high sec atmosphere where you don't have to worry about other people besides those who are flagged and don't have to spend hours searching for a suitable target.
