So I equiped a smart bomb launcher on my ship, when to go use it on some pirates and got a warning regarding using Area Affect weapons within Empire space. What would happen if I fired the bomb off?

Firing the bomb will do nothing in itself. Hitting a neutral target with it will bring in CONCORD to blow you away. Use of smartbombs in empire is generally not a smart idea.

Nothing will happen just for using it, but if you hit ANY neutrals (including neutral NPC structures) you'll get Concordokkened. It's generally a bad idea to use any AE type modules while in highsec.

So by the looks of it pretty much anything, but the pirates are neutral structures (asteroids, jump gates, etc)

Smartbombs won't activate within 5km of a Stargate, so I wouldn't worry about them.
I used to use AE weaponry in Missions/Deadspace quite alot (before I got my drone skills up...). The chance of hitting a neutral is pretty slim.
I suppose a probing pirate might sneak into your deadspace cloaked and move within your smartbomb radius, but apart from that, so long as you keep an eye on your distance to the structures, you should be pretty safe to use them.
Outside of deadspace, I advise against using them under any circumstances, other players are too unpredictable.

Smartbombs aren't. They will damage anything capable of being damaged in their blast radius. Drones, wrecks, allies, neutrals, etc.

Smartbombs aren't. They will damage anything capable of being damaged in their blast radius. Drones, wrecks, allies, neutrals, etc.
Not wrecks cans and structures... nor corpses
