so I am in my pod with implants, i create a jump clone in a station in 0.0 without implants, i get to highsec, how do I keep my implants in the current pod and get to my jump clone?

Um, the implants stay with your clone. You create a jump clone in 0.0 without implants, you are in highsec in your "current clone" and you clone jump out to 0.0. That leaves your implants in the clone in high sec, and you are now in your 0.0 clone, which happens to not have any implants.
Hope that helps explain somewhat...

and how do I get back? do i have to have a certain standing at the station I jump from? does the station i jump from have to have a medical facility in it?

You need standings with the corp that owns the first station to create a jump clone there. When you jump into that clone, you can be in any other station that allows you to dock and then you'll have a JC waiting there, regardless of standings. You can jump back into it at any time, from anywhere else, after the 24 hour timer resets.
