My main made a living in low sec salvaging other people's wrecks for a month or 2. What I used was a mix of tractor/salvager in highs, 1 AB (or MWD)/shield booster/cap injector in meds, and 3 WCS in the lows.
I also use to play with the local pirates in a pirate infested community, never once did someone catch me with that ship, and I use to play with all the pirates including BS's, Commandships, etc. Just to see if they had what it took to catch me, which was the need for the cap injector in case they NOS'ed or NEUT my cap to death before I warped, which they did do on a few occasions.

Not sure if I understand why you would use tractors when you're salvaging other peoples' wrecks. Can anyone explain?

Yes. A, it gets the wrecks to you faster. B, sometimes you have to salvage on the run.

Last I checked you can't tractor other peoples wrecks ( except I think gang mates and possibly corp ).

Correct. Only gangmates/corp wrecks can be tractored... although possibly alliance as well.

Sorry forgot about that part, I had a tractor beam for the jetcans people usually jetisoned for all the loot they didn't want, which usually netted for a nice couple mil in named modules without them knowing, in a few hours time span.

I think I can reliably inform all who wish to discuss the issue that tractors are of no use in the theft role. They are however in a ganged up support role  SO anyway to do this, what does the set up look like?
Hi's Salvagers, yeh I guessed it right 
Mid/Lo's AB2, OD2 and Nano2's... is that really gonna be better than stabs in the lo's at an over fished Empire gate?
