I don't see why not.
Sigs and other services can be provided for ISK.

Nope, some people make their ISK by providing things like signature making services and the like. That's why there was such an uproar when CCP had the good idea a month or so back that they were gonna close the trading forums.
They quickly changed their minds a day later after the response.

Services such as website hosting, voice hosting, artistic commissions, programs, etc are allowed to be sold for ISK, so long as they are directly related to EVE gameplay (and don't violate the EULA or CCP's copyright in among themselves).

QFT
A good example, as stated above, is sig creation. Some people even host the sigs for people at isk cost per month as well -

I'm not sure about Vent, but I seem to remember Teamspeak has issues with any sort of payment for their services, unless you're a licensed provider or something... Can't remember the details, but I know I considered charging people in Guild Wars a monthly in-game fee to set up TS servers for them, and decided against it after reading around on the TS pages.
Be sure to check what the rules for Vent servers are.

*This has been extended to include Characters, EVE Time Cards (ETC's), Website hosting and Teamspeak Services.
They really don't care if you use Teamspeak or Ventrilo for that service anymore than they care if you use IIS or Apache for website hosting. They just picked one to include as an example.
