An agent that can tell you where is a character (player or NPC) for some isk.
When you talk to them, there's the 'do you have a job for me or whatever' line and there's another one like 'can you find someone for me'?

They are especially useful when there is a specific someone you want to look up in game to show your....appreciation to. They tell you where he is, you go to that system, confirm his location in local and commence probing him down. Then you warp in on his location and give him the gift that keeps on giving (usually in the form of a couple of torpedoes or heavy assault missiles  ) |

Kinda surprised no one mentioned the little thing:
There are varous degrees of locator agents. IE the less the quality, the closer the person has to be to that locator agent for them to be located.
Im not entirely sure, but I believe if you have access to a level 4 locator agent you can pretty much locate anyone any where where as a level 1 agent may only have access to anyone in the region.
Also note it only tells you the system and maybe the station they are located in, so its limited help.
