Do all agents give out the same 20 missions over and over again? no matter where, no matter who, With no difference in any of them except possibly some different Rats...
Am I seriously Grinding soul stealing L1 missions just so I can get paid better to do the same missions more just with different/bigger rats once I can run L4s?
I had hoped every corp and every level of missions across the whole game would be different enough to actually enjoy running missions...
I swear if I have to run "Encounter" against Blood Raider Noob Ships one more time I'm gonna go off the deep end...
(no you can't have my stuff)

There are some different missions when you get to the harder levels. Also, different factions will give a handfull of different missions. Don't give up hope though, there are Content makers (not programmers or bug-fixers) busy designing new missions and such so that we get a little more variety from time to time.

From what I have seen, there are a great deal of the same missions over and over. However, the payouts at the upper levels make it all worth it in my opinion. Also, with the better standings comes access to certain COSMOS agents which have unique missions with great payoffs. What is even better is that there are more missions on the way as shown in this blog here:

So fear not! Keep grinding away and the rewards will be great.

Well, maybe not just 20, but yes, there's a very limited number of missions for each level.
Some of the missions are available only for certain agents by the way.
You won't get "Enemies Abound" if you work for a gall/min agent, you get "Midst of Deadspace" instead.
Or, "Mordu's Headhunters", again, not in the amarr/caldari agent repertoire.
As for anti-CONCORD missions, you can guess who dishes them out.
