I found a high sec system with bs rats i need a no worries setup to tank them and pwn them to hell. Pretty sure that faction isnt needed but for you money bags plz dont put a super expensive fitting.

Are you perhaps referring to a mission/deadspace? Those are both found in highsec and contain battleships, but are NOT counted as ratting. In 0.5, the worst belt rats are destroyers (and they do make frigates go ouchies with low skills).

There is a COSMOS related can in an open belt in Amarr territory. A small guard with a few BS guard it.
As for a Raven fitting, anything will do. You can warp in at 70k+ depending on skills and pop them before you take any kind of damage. If you want to jump into the middle of them and tank it, just look up any of the billion Raven threads. Any level 4 Raven can easily take them out at point blank range.

3x BCU,1x damage control,1x power diag(maybe swap for another bcu.

1xX-L Booster, 1xBoost Amp, 3xrat-specific hardeners, 1xcan't remember, cap charger or something...doesn't really matter

question: torps or cruises?
i have cruises on lvl 4 and torps on lvl 1 and am skilling for raven as we speak. So should i rise my torp skills r will cruises be ok?

I was lucky there was a Raven for sale with the CCC rigs already, else they're not needed. Can tank most BS spawns I encounter without a hassle. Cheap since I have everything to replace it with except pdu's & bcu's in loot should I lose it.
