I think, and this is a wild theory, but Scotty is a bit "jovian" in this manner. Meaning that he's more then meats the eye(not in that ladyman way you pervs).
He's in every station, all the time, always. There must have been some form of cloning accident way back when, and there's actually many, MANY clones of scotty around

without scotty, they would have to add actual collisions, thus he has been granted immunity by ccp

One of the few things that interests me about being able to walk in station' ambulation' or whatever is getting to meet Scotty and maybe have a conversation on why he's so freaking slow docking and undocking my ships.

You kill scotty and he takes the server with him, literally.
Every time you dock/undock/change ship you go through a "Session Change" and the server gets sent alot of data, that 30sec (?) timer stops the server from dying to put it in black and white, as before scotty, there was trouble.

I always thought Scotty was a computer, like Aura(sp?).
